Yes, you do need a fixer. This is because obtaining filming permits or film-related approvals in Indonesia can only be handled by fixers who are registered with the Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia. This list is typically provided by the ministry through the Indonesian embassy abroad. Additionally, securing a film visa can only be done by registered fixers.
